Detroit Mayor Mike Duggan, who is running for governor as an independent, has made a new campaign promise.

Duggan says if he wins, he’ll introduce a new plan called “No Budget, No Pay.” That means if state lawmakers can’t get a budget in place by the July 1 deadline, their pay would stop.

Both House Republicans and Senate Democrats have many differences, but Duggan said when it comes to funding the roads, one side is holding things up more than the other.

I think the governor, interestingly enough, and Matt Hall, the Republican speaker, have on this case made substantive progress,” Duggan said. “Neither one of them can get the Senate Democrats to act on it. You know, you’ve already seen the governor starting to do social media ads, demanding the senators come back in session and deal with it.”

Duggan says you have the chaos of a Democratic governor at odds with a Democratic Senate, adding more drama to this legislative session.

The Legislature still has not approved a budget.
